Going over quota doesn’t drop submissions. Once you cross the limit for the current billing month, further submissions are still accepted and stored — they’re just held rather than delivered until either the month rolls over or you upgrade. Nothing a visitor submits while you’re over quota is lost. See Pro plan for the paid tiers (1k / 10k / 100k / unlimited submissions per month) if you outgrow Free.
